This error is simple. It tells you there is no '.fonts' directory in your home directory, which is needed for locally installing fonts.

To fix this, simply create a '.fonts' directory inside your home directory:
mkdir ~/.fonts

If you are asking where you can click on to open a program: Nowhere. Fontconfig is a program that does not have a direct graphical user interface. There are programs interacting with it, like font installers, but you probably don't want those.

As far as I know, LibreOffice has no internal font library. It just uses the fonts installed on your computer.

You will also not find "privatly installed fonts" in any settings menu that I know.

Installing a font "privatly" simply means installing it only for your current user account and not for the entire system.
