Update or Not to Update...that is the question ( credits steve )
Q) Should I do you update from Ubuntu 16.04 to 18.04 directly ?

In general it is best to perform a clean install. However it is obviously easier to do an in place upgrade.

Q) Should I do fresh instal of Ubuntu 18.04 / 16.04 ?

IMO Yes.

Q) Should I Use Dual boot along with Windows 10 ?

It depends on many factors. In general dual, triple, etc booting is not advised on the same drive. If you have removable drives and have Linux on one and Windows on another that is a different story.

It does come down to what you need to do with Windows 10 and your system's hardware. In some cases running Windows or Linux in a VM makes more sense. However this assumes your hardware is powerful enough and you aren't playing intense games or using intensive graphic/video programs in the VM.

Q) Should I completely Move To LINUX ?

Only you can really answer this question. Does Linux do everything you need from an OS? I personally have moved 100% to Linux although for work I have a Windows VM to help troubleshoot clients that still use that OS. Still there is zero production software I need on Windows.

Q) Should I Multi Boot with ANDROID OS + UBUNTU + WIndows 10 + 7 ?

If on a single drive it is best to pick one and then use VMs for the other two. Still, obviously, you are free to do whatever you want with your system.

Q) Should I Boot with CHROME Os with Dual boot ( UBUNTU ) Or is it possible with Wndows ?

Refer to the answer above.
